Vogler is a billionaire who, in CONTROL (1x14), comes to the PPTH and offers them $100 million to use as they see fit in the war against diseases and stuff because of Alzheimer's hitting his father.

The only stipulation? He's Chairman of the Hospital Board.

Essentially, he owns the hospital.
