As much as Harry is 18 and ready to roll, both the TV and the book versions of him are still old-fashioned, and as such, it was really difficult to see him "going all the way" with a stranger. Granted, the stranger didn't try to kill him, but it wouldn't have felt right to have Harry just jump in the sack and play porn star.
I was proud of how Dieter turned out, because he has a hint of arrogance about him, but he does care about this young thing he's taking to bed, so it works out well for Harry and him. And yeah, the resemblance to Bob just means that Harry's engine gets revved. :D It might have been interesting to make Dieter not resemble Bob physically, but in terms of his personality. But, as it was, it seems to have worked the way it did. *^^*
As for Harry feeling like he cheated, he totally would. He's done the semi-melodramatic thing of Giving Bob His Heart, and now he's gone and had sex with someone else like some floozy. Of course he'd feel terrible about it. *pets Harry*
